He could use Earth has his breeding ground and the Flaxan world as his hyperbolic time chamber. He sends his kids in there to grow and get strong quickly.
He would have an army of full blooded Viltrumites in just a few years.

I am pretty sure it's stated that they can, indeed, mate with anything as long as their reprodutory organs are minimally compatible. What makes that possible is that the children will always be more viltrumite than anything. Which means that they can mate with anything that is humanoid

Reminds me of this theory that Nolan was hoping Mark never got powers so he could just wait until the end of his and Debbie's life to start his plan. Having them live and die thinking he was a good man, and him being able to enjoy the earth life as long as possible.
