It's not based by population.
Here's how it works:
Popes can "promote" Bishops to Cardinals as they please.
This map simply shows the amount of Cardinals that came from each country, but that still isn't all: only the Cardinals that are below 80 years of age can vote for the new Pope, and it has to be one of them.
All in all, it shouldn't be a matter of countries but there is bias. Italy still plays a major role in Catholicism for historical and geographical reasons.

You also have to keep in mind that only the cardinals who are below 80 can vote. So some countries having surprisingly low numbers on this map might be because a lot of their cardinals are older than 80.
