What I have learnt from my Guru is that, Brihaspati is theoretical knowledge like what is transmitted through speech such as mantras, directions and rituals. Whereas Shukracharya is practical knowledge, where the application or prayoga of the mantras , rituals are done. Moreover , both the Grahas gain maximum strength in water element or Moksha houses.
